Signs of Progress for Waller Park Place

An application to re-subdivide the lots at 92-98 Red River, 504-505 Willow St., and 503 and 511 E Cesar Chavez was filed recently.  We’re eager to see Waller Park Place break ground.  This is notable as the largest private development ever proposed in downtown Austin, and when complete will be bring more daytime activity for the burgeoning Rainey Street District.

Bed & Breakfast Proposed for 1304 Rio Grande

A bed & breakfast concept could potentially breathe a little new life into a district of downtown mostly filled with older homes hosting small offices. Very little info exists on the project right now, but we’ll update you as we get additional details.

A Walk in the Clouds in Downtown Austin

No, this isn’t the 2015 Downtown Austin Blog Prom Theme.  It’s another way of saying that downtown Austin is getting another really cool sky bridge concept, a la Fairmont to the Austin Convention Center.

This time, the “aerial right-of-way encroachment” (sky bridge is catchier, admittedly), is being proposed between West 5th and West 6th Street on Bowie street, and will connect slick new Bowie Apartments  Shoal Creek Walk (Class A office and ground floor retail, by Schlosser Development) to Whole Foods Headquarters, a development that has just started site work.

Per developer, this was REQUIRED by city code, since at least one of the buildings it will be connecting are in the flood plain.  An additional escape route was required to avoid a fire hazard. It’s our understanding that this concept is a go – as the time for objections has passed, and it’s a safety requirement.  We think it’s kind of neat.

It’s alive!  Aspen Heights Apartments moving forward with construction, as evidenced by the massive crane recently erected on the site.

Shoal Creek Walk Office Tower Rezoning Approved By Council

Council has voted to approve the zoning change request by Schlosser Development, according to a report by InFactDaily, for the proposed Shoal Creek Walk office, residential, retail tower.  Though not out of the fire yet as this was only a first reading and council member Laura Morrison dissenting (shocker!), it’s a good indicator that Schlosser will receive the requested zoning change from downtown mixed use (DMU) to downtown mixed use central urban development (DMU-CURE), a change that is necessary to increase the height limit from 120 feet to 350 feet. Much of the property is encumbered by a Capitol View Corridor.

Schlosser has been making the rounds, and building stakeholder support for this project, for a couple of months. The new development would replace the surface level parking lot just east of Whole Foods. What’s interesting about this zoning review case is that Schlosser is not requesting more density, as measured by FAR (floor to area ratio); rather, they are seeking more height in part of the building, to compensate for the CVC restricted height in another part of the building.

Taking the wind out of the politcal sails of anti-growthers, Schlosser offered up an affordable housing proposal. This is interesting because they are not seeking more density, and therefor have zero obligation to subsidize affordable housing, or pay a fee-in-lieu of affordable housing.

Another office tower was recently announced, next to Gables Park Plaza, not far from Schlosser’s site.

New Downtown Office Tower Announced Next To Gables

Francisco Vara-Orta gets the scoop on plans for a new downtown Austin 15 story office tower, next to Gables Park Plaza at Lamar and Cesar Chavez.

Dubbed Park Plaza, the planned 15-story tower will feature 189,000 square feet of predominately Class A office space off the northeast corner of West Cesar Chavez Street and Lamar Boulevard — next to the newly opened Gables Park Plaza residential complex. Gables owns the 1.8-acre tract where the new office building is planned, and has contracted with Capital City to build and lease the structure, which will also include approximately 10,000 square feet of ground-floor retail space. Dirt could turn as early as October.

Nothing gets built until enough lease agreements are in place, but with a location like this that could happen soon.  As it is envisioned, no variances are needed.

This is the second, (maybe third) office project announced in this district of downtown this year.

Shoal Creek Walk Moves Through Planning Commission

Schlosser Development’s Shoal Creek Walk concept, to be located where a large surface level parking lot currently exists, has agreed to include an affordable housing component (in addition to $2.3MM in green-scaping concessions) in order to receive the Planning Commission’s recommendation for a height variance to 350 ft.  The building is intended primarily as an office tower, but has included 90 residential units at the top.  Schlosser may pay a $3 per foot (for all area greater than 687,000 ft) fee in lieu of actually building the affordable dwellings.

Shoal Creek Walk Concept

Schlosser Development is proposing a new mixed-use complex in the parking lot to the east of the downtown Austin Whole Foods.  The following renderings and description were recently submitted to the City of Austin Design Commission and will be presented on Monday, December 14th.  The status is currently conceptual.

The Shoal Creek Walk, a proposed development project from Schlosser Development, will be a true mixed-use building complex located at the corner of West Sixth and Bowie Streets in downtown Austin, Texas. The project will closely conform to the constraints of the site which include a capital view corridor over approximately one half of the property and the Shoal Creek floodplain elevation.

These site limitations create a specific and very limited area where building improvements can be made on the site, by restricting both the building height and the overall footprint of any buildings on the site. Within those limitations, two buildings will be situated along Bowie Street, as the eastern portion of the site is within the floodplain. The high-rise building, at 350′ tall, will be located on the north portion of the property with a total of approximately 490,000 sq. ft. of office, retail and residential uses. The low-rise building will be situated at the corner of West Fifth and Bowie Streets, with primarily offices above the first level retail component for a total of about 100,000 sq. ft.

The two buildings together will provide more than 450,000 sq. ft. of office space, which is of a size able to attract a major employer and will likely be built in phases, to allow accommodation of a variety of tenant sizes. This flexibility will greatly enhance the feasibility of the project moving forward. The larger building will also have a residential component of about 90 units located above the office in what will be a narrower, residential footprint. The residential component adds to the feasibility of the larger building and is consistent with the downtown plan preference for vertically integrated structures.

The parking will be entirely within structured parking garages, both above and below grade, possibly with several surface ADA and drop-off parking adjacent to the building. Materials for the building will be of durable quality and wi ll be consistent with the architecture represented in the Market District.
